New stable version, 7.24.7

We have a new stable version, 7.24.7. This has three small fixes:

• im_conv(), the vips convolver, could lose accuracy with some masks
• CMYK JPEG images were not being written correctly, thanks Ole
• the TIFF reader can now also read 1, 2 and 4-bit palette images; previously it could only read 8-bit palette

There is a new source tarball and a new win32 binary. There's a new nip2 as well, though the only change is a larger set of self-tests.
